NOTICE: City of Hawkinsville seeking Engineering Services RFQ

The City of Hawkinsville is requesting statements of qualifications from engineering firms interested in assisting the city in its effort to undertake design and construction management of neighborhood water and/or sewer improvements to be funded through state and local funds including the Community Development Block Grant (CDBG) program. Interested parties are invited to secure an RFQ package from Aidan Leahy, Middle Georgia Regional Commission, 3661 Eisenhower Parkway, Suite MB102, Macon, Georgia 31206, who can be reached at (478) 722-6961 or by e-mail at aleahy@mg-rc.org.

To be considered, all interested parties must submit their response to Aidan Leahy at the address listed above, no later than 5:00 pm, October 24, 2025. Proposals received after this date and time or at any other location will not be considered. Questions about this request for qualifications may also be directed to the above contact, and should be submitted no later than Friday, October 10, 2025.

Section 3

This is a Section 3 contract opportunity. This project is covered under the requirements of Section 3 of the HUD Act of 1968. Section 3 Residents and Business Concerns are encouraged to apply. This project must ensure that employment and other economic opportunities generated by CDBG funds shall, to the greatest extent feasible, and consistent with federal, state and local laws and regulations, be directed toward low and very low-income persons, particularly those who are recipients of government funding for housing, and to business concerns which provide economic opportunities to low and very low-income persons in coordination with the Section 3 provisions of the Housing and Urban Redevelopment Act of 1968 – 24 CFR Part 135.

BABAA Compliance

This agreement is for services related to a project that is subject to the Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act (“IIJA”), Pub. L. 177-58. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States, as further outlined by the Office of Management and Budget’s Memorandum M-22-11, Initial Implementation Guidance on Application of Buy America Preference in Federal Financial Assistance Programs for Infrastructure, April 18, 2022.

Fair Housing

This project must affirmatively further fair housing, take steps to analyze impediments to fair housing choice in the City of Hawkinsville, and take steps to overcome any identified impediments in efforts to promote fair housing for city residents.

Section 504

This project must ensure that no qualified individual with a disability shall, by reason of such disability, be excluded from the participation in or be denied the benefits of services, programs, or activities of a public entity, or be subjected to discrimination of any such entity as prescribed by law in the Americans with Disabilities Act and Section 504 of the Rehabilitation Act of 1973, 29 U.S.C. 794, as amended.
